From Vision to Reality – NVTA’s Journey to Building Momentum

The Timeline of the Northern Virginia Transportation Authority:

  • July 1, 2002 — NVTA is created by the Virginia General Assembly Senate Bill 576
  • September 14, 2006 – TransAction 2030, first long-range transportation plan for Northern Virginia adopted
  • April 18, 2012 – The Virginia General Assembly approved and the Governor signed House Bill 599, establishing responsibilities for the Northern Virginia Transportation District, the Commonwealth Transportation Board, in consultation with the Department of Transportation, the Department of Rail and Public Transportation, and NVTA to evaluate all significant transportation projects in and near the District, including both highway and mass transit projects, provide an objective, and quantitative rating for each project
  • November 8, 2012 – TransAction 2040, the update to the long-range transportation plan, adopted
  • April 3, 2013 – The Virginia General Assembly approved and the Governor signed House Bill 2313, a comprehensive transportation funding bill for Planning District 8 to be known as the Northern Virginia Transportation Authority Fund
  • April 2013 – NVTA issues the FY2014 Call for Projects to be funded by House Bill 2313 regional revenues
  • July 1, 2013 – Dedicated revenues begin to flow from the Commonwealth of Virginia to NVTA
  • July 24, 2013 – FY2014 Program Adopted (33 projects for a total funding package of $196 million)
  • December 12, 2013 – NVTA approves the Memorandum of Agreement between NVTA, the counties, cities and appropriate towns for distribution of the 30 percent funding under Chapter 766 requirements for the local House Bill 2313 revenues.
  • April 17, 2014 – NVTA approves its first Standard Project Agreement (SPA) for the FY2014 regional transportation project for the Transit Alternatives Analysis Study of the Route 7 Corridor (King Street, Alexandria to Tysons Corner Phase II)
  • October 24, 2014 – NVTA holds a work session and reaches consensus on the guiding principles of “long term benefits” and how the House Bill 2313 legislation will be applied to transportation projects in the future
  • November 20, 2014 – NVTA is awarded AA+/Aa1/AA+ bond ratings by Fitch, Moody’s and Standard & Poor’s, respectively, for its Transportation Special Tax Revenue Bonds, Series 2014. All ratings were given a stable outlook.
  • December 5, 2014 – NVTA offers its first bond offering
  • April 23, 2015 – FY2015-2016 Program Adopted (37 projects totaling $346 million)
  • May 11, 2015 – NVTA celebrates its first groundbreaking ceremony on a series of Route 28 widening and improvement projects
  • September 21, 2015 – NVTA celebrates its first ribbon cutting ceremony for 23 new bus purchases funded through the Authority’s FY2014-16 Programs.
  • October 12, 2017 – TransAction Update Adopted
  • July 14, 2016 – FY2017 Program Adopted (12 projects totaling $466 million)
  • June 14, 2018 – NVTA adopts its inaugural Six Year Program, the FY2018-2023 Six Year Program (44 projects totaling $1.285 billion)
  • May 14, 2020 – NVTA adopts a first-of-its-kind Transportation Technology Strategic Plan (TTSP)
  • July 9, 2020 – FY2020-2025 Six Year Program Adopted (21 projects totaling $539 million)
  • March 2020 – NVTA establishes a Bus Rapid Transit Planning Working Group
  • July 14, 2022 – FY2022-2027 Six Year Program Adopted (20 projects totaling $625 million)
  • Novemeber 10, 2022 – NVTA adopts update to Transportation Technology Strategic Plan (TTSP)
  • December 8, 2022 – TransAction Update Adopted
  • June 8, 2023 – Celebrating Two Milestones, 20th anniversary since establishment and 10th anniversary of dedicated transportation funding 
  • September 15, 2023 – Celebrating $1 Billion Local Distribution Fund Milestone
