Refunds

Refund Procedures Announced

Chapter 652 of the Acts of the Assembly provides the process for refunding of the Northern Virginia Transportation Authority taxes and fees.  The key responsibilities are:

  • Details of the Refund Process.
  • Grantor’s Tax (Congestion Relief Fee) will be refunded by settlement agents to persons entitled to receive the refund.  It will take a few weeks for the funds to be transferred from NVTA to circuit court clerks and then to settlement agents.  Please allow time for settlement agents to become aware of process.  Questions should then be addressed to settlement agents.
  • Regional Registration Fee and Initial Registration Fee will be refunded by the Department of Motor Vehicles (DMV) to persons who paid these fees.  Procedures have been posted on www.dmvNOW.com in early April.  Please ensure that DMV has your current address.  If you have received an invoice for the initial vehicle registration fee, please disregard the invoice.  If you are re-registering your car and the NVTA $10 regional registration fee appears on the invoice, please deduct fee and submit remainder to DMV.
  • Motor Vehicle Tax, Transient Occupancy Tax, Safety Inspection Fee, and Sales and Use Tax on Auto Repairs These four taxes/fees will be refunded by the (Virginia) Department of Treasury (Unclaimed Property Division).  The State Treasurer will establish procedures for requesting refunds for these taxes/fees.  Procedures have been published on www.trs.virginia.gov.  As these taxes/fees were collected by various vendors, it will take several weeks before State Treasurer has received funds.  Please anticipate that you will be required to provide proof of payment of the tax or fee that you are requesting to be refunded.

Repair Tax (Note to Vendors)

The Virginia Department of Taxation is recommending that vendors "segregate the Repair Tax monies collected in February 2008 and hold those funds until the Department of Taxation issues instructions for how the funds should be handled". (FAQ's) Please see the Virginia Department of Taxation Site (search for MVR-18) for more information.

Safety Inspection Fee (Note to Vendors)

If you are a vendor who has collected State Inspection Fees from the public you are asked to remit the $10 fees collected to the NVTA lockbox (address on the coupon book). Refunds will be handled by the proceedures set up by the legislation referred to above.
