The 11th Annual Northern Virginia Transportation Roundtable will bring together regional transportation leaders, practitioners, and partners to explore how emerging technologies and innovative practices are transforming mobility across Northern Virginia. The Roundtable’s theme Transforming Mobility – Shaping the Future, frames a discussion centered on real-world approaches and regional collaboration to improve mobility and connectivity.
This year’s program will spotlight how NVTA’s investments in technology projects, paired with implementation of bus rapid transit (BRT) can accelerate mode shift and deliver faster, more dependable trips for everyone.
Attendees will also have opportunities to network with peers, participate in live audience polling along with moderated questions, and enjoy light refreshments.

Brad Stertz is Director of External Affairs representing Audi and the Volkswagen Group in Washington D.C. Brad works at a strategic level on rapidly evolving topics, including semiconductor policy, AI, trade and connected automated vehicle deployment. He also serves as chair of the 5G Automotive Association’s U.S. Policy activities, and as a board member with ITS America and the Coalition for Cyclist Safety. Brad is the founder and chairman of Partners for Automated Vehicle Education (PAVE), a coalition of diverse mobility stakeholders uniting to better equip the public and policymakers about self-driving technology.

Transit Signal Priority Program Manager, Washington Metropolitan Area Transit Authority
Ruochang Huang is the Transit Signal Priority (TSP) Program Manager at the Washington Metropolitan Area Transit Authority (WMATA), where she leads the development of Next-Generation TSP to improve bus speed and reliability through technology modernization and operational alignment.
Before WMATA, she worked as a traffic engineer and planner at a consulting firm, delivering technology-driven and multimodal projects for local and national public agencies. One of her favorite projects was leading MBTA’s Next Gen TSP Program, planning, designing, and implementing five different next gen TSP technologies across approximately 200 intersections in eight jurisdictions in Massachusetts. That experience sparked her interest in TSP and continues to shape her approach in the work today.

Nhan Vu is the Signal & Freeway Operations Manager for the Virginia Department of Transportation (VDOT) Northern Virginia District. He brings more than 28 years of experience with VDOT, including extensive leadership in signal and freeway operations.
Most recently, Mr. Vu served for nine years as an Assistant District Traffic Engineer, where he was the engineer in charge of traffic engineering studies for Fairfax and Arlington Counties. In this role, he led the design and implementation of hundreds of miles of road diets and bike lanes, supporting multimodal mobility and safety throughout the region. Previously, as a Signal Operations Manager, he managed ongoing Northern Virginia signal optimization projects, oversaw the Signal Operations Center, and collaborated closely with internal and external stakeholders to resolve traffic signal-related issues.
Mr. Vu earned a Bachelor of Science degree in Urban Systems Engineering (1997) and a Master of Science degree in Civil, Environmental, and Infrastructure Engineering (1999), both from George Mason University. He is a licensed Professional Engineer in the Commonwealth of Virginia.

Chris Arabia has more than 30 years of experience in field of transportation demand management at the city, county, regional, and state levels. Chris has been with the Virginia Department of Rail and Public transportation for the past 20 years. His work focuses on getting more people to use transit, carpool, vanpool, and bike instead of driving. This work has included oversight of statewide TDM and commuter assistance grant programs and planning, commuter assistance program operations, marketing, evaluation, and implementation of technologies for multimodal ride matching, trip planning, incentives, and guaranteed ride home programs.

Assistant Director, Transit, Fleet and Commuter Services, Loudoun County
Scott has played a central role in advancing transit technology in Loudoun County. He helped lead the transition from cash-based fare collection to electronic fare systems and is now overseeing the implementation of new fare collection technologies that will enable an open payment system, expanding flexibility and convenience for riders. In addition, Scott was instrumental in transitioning the county’s paratransit service to an automated platform, giving customers the option to schedule and manage trips online.
He also played a key role in securing authorization for an on-demand microtransit pilot in Leesburg, Virginia—an initiative that has proven highly successful. Scott’s career reflects a strong commitment to innovation, reliability, and forward-thinking transit solutions that adapt to the evolving needs of the community.
