Strategic Plan

NVTA’s Strategic Plan (Plan) serves as framework to guide NVTA's work over the next five years. The overarching strategy for the Plan focuses on NVTA’s primary responsibilities while positioning NVTA to proactively address emerging and unmet regional transportation needs. All elements of the Plan align with NVTA's legislative mandates, reinforcing NVTA's commitment toward reducing congestion and investing in an integrated multimodal transportation system that is safe, equitable, and sustainable. 

NVTA's 2025 Strategic Plan was adopted on November 13, 2025.

Inaugural Strategic Plan (2017)

This inaugural Strategic Plan served as a guide for Authority members and staff to expand upon accomplishments and outlined strategic goals of Regional Prosperity, Mobility, Innovation and Funding. Each goal contained a preface to provide context and clarity to the goal, strategies and related actions. Achievement of these goals ensures NVTA is growing and strengthening as the regional leader for transportation planning, programming and funding.

NVTA closed out the inaugural 2017 Strategic Plan with a Closeout Report, providing the status of NVTA’s progress as of September 2024 regarding the strategies and actions associated with each goal outlined.

oneRegional Prosperity:  Foster regional prosperity by investing in a sustainable transportation network that supports economic growth, while balancing quality of life.

twoMobility: Through sound planning and programming, increase transportation connectivity and available transportation options to reduce congestion.

threeInnovation: Lead region in planning and advocating for emerging transportation technologies which address future transportation, workplace and development trends.

fourFunding:  Support transportation infrastructure development through excellent stewardship of taxpayer dollars, maximizing opportunities from existing sources, and advocating for additional transportation revenues.​​​​​​​
