Strategic Plan
NVTA’s Strategic Plan serves as a guide for Authority members and staff to expand upon adopted goals for advancing Northern Virginia’s transportation network. The overarching strategy for the Strategic Plan focuses on NVTA’s primary responsibilities and alignment with legislative priorities, while expanding NVTA’s range of services to address other urgent and unmet regional transportation needs.
NVTA staff will begin to draft strategies and metrics associated with the approved Goals, with anticipated adoption of the 2025-2030 Strategic Plan in fall 2025.

Current Status
NVTA’s Vision Statement, Mission Statement, and Core Values were formally adopted during the May 8, 2025 Authority meeting. Additionally, four Strategic Goals for the 2025-2030 Strategic Plan were adopted.
Next Steps
NVTA staff will begin to draft strategies and metrics associated with the approved Goals, with anticipated adoption of the 2025-2030 Strategic Plan in fall 2025.
Prior Work
NVTA closed out the inaugural 2017 Strategic Plan with a Closeout Report, providing the status of NVTA’s progress as of September 2024 regarding the strategies and actions associated with each goal outlined.
Inaugural Strategic Plan (2017)
This inaugural Strategic Plan served as a guide for Authority members and staff to expand upon accomplishments and outlined strategic goals of Regional Prosperity, Mobility, Innovation and Funding. Each goal contained a preface to provide context and clarity to the goal, strategies and related actions. Achievement of these goals ensures NVTA is growing and strengthening as the regional leader for transportation planning, programming and funding.
